IT PLACES LIGHT ON A MOVING PART OF OUR BODY
Our brains are highly adept at making sense of bright spots on a moving body. From an article in The Boston Globe:

Those signals — like constellations come to life — can be light from reflective tape on our moving ankles, amber reflectors on bicycle pedals, armbands on swinging wrists and elbows, or stripes on pumping knees.”

Did you know that the color of light that you’re wearing makes a difference depending on the lighting or weather conditions you’re running in? Blue tends to be more noticeable in an urban setting (think of police cars). In fog or precipitation, the brain notices green more easily. And if you’re in total darkness, go red – it stands out in extra dark conditions the best.
